Assuming that you are a product design engineer in a wire and cable company:
Mathematically determining the extra length of conductor used on each of the two built-up layers is by the use the Pythagoras equation. It is that straightforward.
Most however use a standard percentage of excess on each built-up layer and then slowly cut that back until they have an acceptable minimum standard for all layers.
We are not sure what you mean by "elongation factor". Please give us more information on what you mean or are after.

Mr. Sharma,
Peter has explained the lay-loss principle above, regarding your elongation factor the following things matter always, both in Al and Cu conductor.
1. How the conductor been compressed ( By dies or by Rollers)
2. The material of compacting dies.
3. What is the EAB% of wire at RBD for Cu?
4. What are the UTS for Al wire?
5. Then the % compaction level at each stage of conductor mean at 7 wire then 12 then 18 then 24 then 30 and further.
To reach on final conclusion you have to make the conductor at least once. Then cut the 1m sample and weight the wires in each layer separately and get the ratio with weight of un-compacted wires.
Always take care during production.
The Wire Elongation should meet the design elongation always or near.
Do not change lay-length of the conductor in any layer.
Whenever changing the dies replicate it from the same source or cross check the final sample once again.
For lay loss factor if you need calculation steps let me know.
